We believe that all people are entitled to the rights, privileges, and opportunities that allow them to be leaders of their own lives to create a healthier, more inclusive, and just society. A service committed to providing Developmentally Disabled adults and their families high quality services to assist them in maximizing their potential to function independently in their communities.

Dorothy Glaspie Foundation will employ trained and skilled direct care providers who will use research-based curriculum and training to support adults with disabilities so that they may have the opportunities to make meaningful, independent choices in their lives.
Our Vision
At Dorothy Glaspie Foundation (DGF) we are deeply committed to serving individuals with disabilities so that they may lead lives with all the freedoms, rights, and privileges that are so often unavailable to them due to discrimination and ableism. We are dedicated to serving population of individuals who have been historically marginalized and silenced in our society. Our foundation is committed to changing the trajectory of underserved individuals and their life possibilities by providing wrap-around services that increases independence, community involvement, and personal choice.
Our Story
Dorothy Glaspie Foundation is a small, family oriented 501(c)(3) nonprofit corporation, that is dedicated to serving individuals with disabilities so that they can live free and independent lives of their choice.
The program founder and director, Phillip Goffner, developed a deep commitment to advocacy and service for individuals with disabilities through personal and familial experience. As a youth, both his mother and grandmother suffered from mental illness. As a young adult, Phillip assisted in caring for both. His mother’s mental illness, coupled with the lack of support and resources she received, eventually led to the development of severe physical medical impairments that resulted in early death when Phillip was 16 years old.
Phillip has always been passionate about helping people get the proper care and support for their unique needs which is why he has dedicated his career to serving individuals with intellectual, physical, and developmental disabilities. Phillip understands that what he experienced as a child could have been prevented with the proper resources and treatment. Phillip developed the Dorothy Glaspie foundation so that he may contribute to his community by assisting individuals who need these services so that they may lead full, independent, and fruitful lives of their choice.
